Some records are closed or redacted. Sealed cases, adoption files, many juvenile and sensitive family filings, protected voter addresses, and motor-vehicle personal data do not become open merely because a name is known. Washington Five-Day Response Rule

The Washington Public Records Act, chapter 42.56 RCW, lets any person request state or local agency records. Washington residency is not required. Under RCW 42.56.520, the agency must act within five business days. It may produce the material, give an exact web link, acknowledge the request with a reasonable estimate, seek clarification while giving an estimate, or issue a written denial.

Five days is a response deadline, not a promise that every file will be produced in five days. An agency may need time to locate records, review exemptions, or notify a person whose rights could be affected. A written denial must state its basis. Internal review ends after the second business day following the denial. RCW 42.56.550 then allows de novo Superior Court review, meaning the court examines the matter anew rather than deferring to the agency.

Can an agency charge to inspect records? No. RCW 42.56.120 bars a fee for inspection or for locating records and making them available. Copying, scanning, electronic transfer, media, postage, and unusual technology work may carry allowed charges.

A parcel result may show the owner, situs address, legal description, acreage, values, exemptions, levy data, and parcel identifiers. Situs means the physical property address. It is not proof of who lives there. A mailing address can belong to an agent, trust, business, or distant owner. Ownership, occupancy, and mailing should remain separate facts.

Original Grant County marriage certificates from 1909 to 2002 and returns from 1909 to 1943 are held by the Washington State Archives Central Regional Branch in Ellensburg. The oldest record may therefore sit outside the courthouse.

Mail orders start at $25. VitalChek, the only DOH-authorized online and phone vendor, starts at $40.50 before shipping. The state gives differing mail estimates, so allow roughly six to ten weeks rather than relying on a fixed promise.

Certified birth and death copies require valid identification plus proof of a qualifying relationship or status. Anyone may order a DOH marriage or divorce certificate. Chapter 70.58A RCW transfers births and fetal deaths to Archives after 100 years, and deaths, marriages, and divorces after 25 years. Those are archive-transfer thresholds, not a rule that all newer certificates are unavailable.

Where an agency has not calculated actual costs, Washington’s default schedule permits $0.15 per photocopied or printed page, $0.10 per scanned page, $0.05 per four electronic files or attachments uploaded, and $0.10 per gigabyte transmitted. Actual media, container, and postage charges may apply. An agency may instead use a flat fee of up to $2, but may not repeat it for each installment.

Grant County’s central desk follows the default schedule and lists $1 for an oversized page and $0.65 per minute for body-camera redaction. Court charges are separate because court records use judicial rules. District Court charges $0.50 per page and $5 per certified document plus $1 per page. Ask for an estimate before paid work begins. A PRA deposit may not exceed 10 percent.

Moses Lake Custody Record Limits

The Grant County jail roster and Washington DOC search serve different populations. State law makes the jail register public and specifies a person’s name, confinement date and hour, cause, and discharge date, hour, and manner. That does not make every booking photograph public. Photos are generally exempt except for limited investigation or registered-offender notice purposes.

DOC searches accept first name, last name, or DOC number and return current incarceration information. A person listed as released or absent from one system may still appear in another jurisdiction or form of supervision. Treat a roster entry as a custody record at a point in time, not a full account of a case.

Harassment, threats, intimidation, and harmful use of offender data can lead to investigation. RCW 9A.46.110 also criminalizes specified repeated harassment, following, tracking, or monitoring that causes fear or substantial emotional distress.

Government records usually cannot be erased on request. Redaction or suppression needs a statute, court rule, or order. Washington’s Address Confidentiality Program under chapter 40.24 RCW provides a substitute address and mail agent for qualifying survivors and certain protected workers. It is a safety program, not a blanket removal of every record.
